oor Government is the main problem of many, if not all, African countries. What umbrella role should the African Union play in the governance of the continent. If the organisation will be in the position to play effective role, it must first be put in a strong foundation. This umbrella notional Government is not a call for a Continental Federal Government of Africa. ———-Coming Story——–

ince President Buhari has been elected and assumed office on 29th May 2015, he has been in and out of office on grounds of ill-health for months. With the secrecy surrounding him and his ill-health, the Nigerian public does not actually know what is wrong with him, when he will be well enough to resume office, if at all he will be able to resume normal duty.

The absence of a President from office despite having the Vice President in acting capacity create uncertainty in a country, as the Vice President does not maintain a deputy nor can do everything as the President. The question is what does the Nigeria constitution say about an absent President from office? How long shall a President be absent from office before he is declared incapacitated by ill-health to be in office; either he resigned on his own accord or he is removed by the National Assembly?

In Nigeria although things appeared to be normal with the Vice President, Osinbajo, being in charge of the country, those from the North where the President hailed are jittery about losing another office of the President before the completion of the term of office the Government, since they lost the office and former President Yar’Adua in 2010. They are doing everything to suppress information about President Buhari and his illness going public, in order to retain the office of the President.  As things are in the country, the constitutional ball is in the court of the National Assembly. ————— Coming Story————-

ithin the three-tier government structure of the Federal, Regional and Local Governments, the new nationwide Federal and Regional Legislature structure would look as in the following table.

As in the table; at the Senate, there shall be 50 members each from North and South. At the House of Representatives, there shall be 150 members each from North and South. This would at least help to ensure that issues are first decided upon for national interest rather than for only regional benefit. There shall be fewer legislators from Abuja. The Federal legislators from the Federal Capital Territory as in the table shall be distributed on Federal Character basis; half from the North and half from the South but among those that are resident in the territory.
